Geothermal Energy in the Netherlands
Groundwater at greater depths in the Netherlands is a potential source of energy. Based on subsurface temperature data, several evaluation projects were carried out in the 1980s, ultimately resulting in a number of inventory and feasibility studies. In 2005 the first exploration licence was granted and a number of projects are being evaluated.

In the majority of the hitherto realized geothermal projects some oil or gas has been produced along with the pumped water. This has profound implications, says the Minister of Economic Affairs, Agriculture and Innovation in a letter he wrote on January 31, 2012 sent to all parties involved. The Minister notes that the pumping of oil and gas may entail hazards. To ensure safety, technical measures should be taken, which usually mean significant extra costs. Moreover, the producers of geothermal energy must have knowledge and expertise on mining, technology and regulations.
The Inspector-general of Mines will assess whether the present and proposed licensees have sufficient knowledge and expertise to tackle mining problems in geothermal projects. Current license holders will be instructed to take measures in order to meet the stipulated requirements.

ThermoGIS™
Deep geothermal heat is a renewable energy source, which can be produced rather well in the Netherlands from permeable aquifers at 1.5 to 4 km depth.
TNO developed a public geothermal information ThermoGIS™ which can be used for exploration and policy making. With ThermoGIS™ anybody can have a view at key information of over 10 potential subsurface aquifers.

Legislation Geothermal Energy
Application for an environmental licence (Wabo) (as from 1 October 2010)
As from 1 October 2010 the Environmental Licensing Bill (Wabo) will come into force. This Bill will also affect the licence application for geothermal energy. More information about this subject is available on www.geothermie.nl

Application for an exploration and production licence (Minnig Act)
The exploration and production of mineral and geothermal resources require an appropriate permit from the Dutch Minister of Economic Affairs. The procedure to apply for such a permit is outlined in chapter 2 of the Mining Act (articles 14–17 in particular) and detailed in chapter 1 of the Mining Regulations. Section 1.2 and 1.3 and appendices 1 and 2 of the Mining Regulations contain a summary of the information that must be provided with a permit application.
There are no payments involved with the granting of either an exploration or a production licence. Although the Mining Act does give the opportunity to charge for the exploration and the production of geothermal energy, the Minister has chosen not to do so to promote the use of geothermal energy (within the scope of climate policy). Neither will there be any payments involved with other decrees by the Minister of Economic Affairs which concern the exploration and production of geothermal energy and comply to the Mining Act.
Article 1.3.1 of the Mining Decree states that an applicant for an exploration licence will have to submit a geological report. The contents of this report are described in sub 2d.

Questions, Wishes and Complaints. What happens to them?
NLOG enables you to express your questions, wishes and complaints via
nlog-portal@tno.nl.
Whether this concerns the response times, the information, the data or the service level, NLOG is keen to take your comment on board and deal with it according to a set procedure. This means that you will receive an email from us within two days.
NLOG tries to settle complaints within four weeks. Wishes (for new functionalities) will be judged on importance and do-ability (based on scope and public tasks of NLOG and TNO-DINO as database manager). The period of time needed to realize the new functionality will be estimated on a one by one basis. You will be informed on this. In case a new functionality will imply a serious amount of work, then the User council will have to prioritize the work. This may imply extra time because the User council meets on a bi-annual basis.
Vragen, wensen en klachten. Wat gebeurt daar mee?
NLOG stelt u in de gelegenheid om vragen, wensen en klachten kenbaar te maken via
nlog-portal@tno.nl.
Of het nu om responstijden, de informatie op NLOG, de geleverde data of het niveau van diensverlening gaat, NLOG zal uw bericht volgens een vaste procedure afhandelen. Dat betekent dat u binnen twee werkdagen van ons een e-mail krijgt met een antwoord.
NLOG streeft ernaar klachten binnen vier weken af te handelen. Wensen (uitbreiding van bestaande functionaliteit) zullen worden beoordeeld op belang en haalbaarheid (op basis van het doel en de taakstelling van NLOG en TNO-DINO als databasebeheerder). Mogelijk zal de DINO Gebruikersraad zich hierover moeten buigen. De realisatietermijn zal per gehonoreerde wens moeten worden bepaald, u wordt hierover ingelicht. Indien de wens een omvangrijke hoeveelheid werk met zich meebrengt, zal de prioriteit door de DINO Gebruikersraad moeten worden vastgesteld, waardoor het realisatietraject aanmerkelijk langer kan zijn. Dit komt omdat de DINO Gebruikersraad slechts tweemaal per jaar bijeenkomt en dan het belang van de wensen bepaalt. In het ongunstigste geval kan het zijn dat u uw wens bij ons heeft kenbaar gemaakt, net nadat de Gebuikersraad bijeen is geweest.
