Proposed Bill for amendment of the Mijnbouwwet

Covenant to stimulate hydrocarbon exploration and production and to enable storage projects on the Dutch continental shelf.
In the interest of the systematic and efficient management of accumulations of hydrocarbons and to ensure the best use of the available potential areas for hydrocarbon exploration and production and storage activities on the Dutch continental shelf, the goal of this covenant is to:
1. to stimulate exploration and production activities in those (parts of) areas for which a production licence is granted, but where for several years neither any exploration and / or production activities have been developed nor planned, whereas such activities can reasonably be possible;
2. to enable storage projects in (parts of) areas for which a production license was granted, but where for several years neither any exploration and / or production activities have been developed nor any activities towards applying for a storage licence were planned, whereas such activities can reasonably be possible.
This agreement provides a procedure to encourage (re) new (ed) exploration, production or storage activities in areas for which a mining permit has been granted. This procedure is applied based on voluntary cooperation of companies in the oil and gas industry.

Questions, Wishes and Complaints. What happens to them?
NLOG enables you to express your questions, wishes and complaints via
nlog-portal@tno.nl.
Whether this concerns the response times, the information, the data or the service level, NLOG is keen to take your comment on board and deal with it according to a set procedure. This means that you will receive an email from us within two days.
NLOG tries to settle complaints within four weeks. Wishes (for new functionalities) will be judged on importance and do-ability (based on scope and public tasks of NLOG and TNO-DINO as database manager). The period of time needed to realize the new functionality will be estimated on a one by one basis. You will be informed on this. In case a new functionality will imply a serious amount of work, then the User council will have to prioritize the work. This may imply extra time because the User council meets on a bi-annual basis.
Vragen, wensen en klachten. Wat gebeurt daar mee?
NLOG stelt u in de gelegenheid om vragen, wensen en klachten kenbaar te maken via
nlog-portal@tno.nl.
Of het nu om responstijden, de informatie op NLOG, de geleverde data of het niveau van diensverlening gaat, NLOG zal uw bericht volgens een vaste procedure afhandelen. Dat betekent dat u binnen twee werkdagen van ons een e-mail krijgt met een antwoord.
NLOG streeft ernaar klachten binnen vier weken af te handelen. Wensen (uitbreiding van bestaande functionaliteit) zullen worden beoordeeld op belang en haalbaarheid (op basis van het doel en de taakstelling van NLOG en TNO-DINO als databasebeheerder). Mogelijk zal de DINO Gebruikersraad zich hierover moeten buigen. De realisatietermijn zal per gehonoreerde wens moeten worden bepaald, u wordt hierover ingelicht. Indien de wens een omvangrijke hoeveelheid werk met zich meebrengt, zal de prioriteit door de DINO Gebruikersraad moeten worden vastgesteld, waardoor het realisatietraject aanmerkelijk langer kan zijn. Dit komt omdat de DINO Gebruikersraad slechts tweemaal per jaar bijeenkomt en dan het belang van de wensen bepaalt. In het ongunstigste geval kan het zijn dat u uw wens bij ons heeft kenbaar gemaakt, net nadat de Gebuikersraad bijeen is geweest.
