Inactive areas in offshore licences

Final classification of fallow areas pursuant to Article 4.4 of the covenant Continental Shelf

Considering the relationship between the inventory of inactive areas in offshore licenses based on Article 32a.1 of the Dutch Mining Act and the Convenant for the stimulation of exploration and development of hydrocarbon reserves and the storage of substances on the Dutch Continental Shelf, in force since 16th September 2010, it is decided that the publication of the inventory regarding offshore licences as mentioned above and the publication of the final classification of fallow areas as meant in Article 4 subsection 4 of the Covenant, will take place simultaneously, complying to the noted terms in the Covenant.

The effectuation of the covenant is subdivided into five phases with the following important dates and terms:

Phase 1:	January 10th 2011	Publication provisional classification
Phase 2:	July 1st 2011	Publication definitive classification
Phase 3:	July 1st 2011 - April 1st 2012	Term for submitting activity plan by main licensee
Phase 4:	April 1st 2012 - July 1st 2012	Term for submitting activity plan by operator or co-licensee
Phase 5:	From July 1st 2012	Submitting activity plan by others

The term of phase 3 may be extended by three months if the license has been transferred to a new licensee during the last three months. In this case the subsequent terms will shift accordingly

Questions, Wishes and Complaints. What happens to them?

NLOG enables you to express your questions, wishes and complaints via nlog-portal@tno.nl.

Whether this concerns the response times, the information, the data or the service level, NLOG is keen to take your comment on board and deal with it according to a set procedure. This means that you will receive an email from us within two days.

NLOG tries to settle complaints within four weeks. Wishes (for new functionalities) will be judged on importance and do-ability (based on scope and public tasks of NLOG and TNO-DINO as database manager). The period of time needed to realize the new functionality will be estimated on a one by one basis. You will be informed on this. In case a new functionality will imply a serious amount of work, then the User council will have to prioritize the work. This may imply extra time because the User council meets on a bi-annual basis.

Vragen, wensen en klachten. Wat gebeurt daar mee?

NLOG stelt u in de gelegenheid om vragen, wensen en klachten kenbaar te maken via nlog-portal@tno.nl.

Of het nu om responstijden, de informatie op NLOG, de geleverde data of het niveau van diensverlening gaat, NLOG zal uw bericht volgens een vaste procedure afhandelen. Dat betekent dat u binnen twee werkdagen van ons een e-mail krijgt met een antwoord.

NLOG streeft ernaar klachten binnen vier weken af te handelen. Wensen (uitbreiding van bestaande functionaliteit) zullen worden beoordeeld op belang en haalbaarheid (op basis van het doel en de taakstelling van NLOG en TNO-DINO als databasebeheerder). Mogelijk zal de DINO Gebruikersraad zich hierover moeten buigen. De realisatietermijn zal per gehonoreerde wens moeten worden bepaald, u wordt hierover ingelicht. Indien de wens een omvangrijke hoeveelheid werk met zich meebrengt, zal de prioriteit door de DINO Gebruikersraad moeten worden vastgesteld, waardoor het realisatietraject aanmerkelijk langer kan zijn. Dit komt omdat de DINO Gebruikersraad slechts tweemaal per jaar bijeenkomt en dan het belang van de wensen bepaalt. In het ongunstigste geval kan het zijn dat u uw wens bij ons heeft kenbaar gemaakt, net nadat de Gebuikersraad bijeen is geweest.
